The best feature of this is the portable usb charging. You can insert AA batteries into the charger, plug a USB cable into it and the other end of the cable into an ipod, psp, phone, etc. and it will charge the ipod/psp/etc. (note: a psp requires a USB to the power plug cable)
I have about 20 AA rechargeable batteries. I use them in my TV remotes, computer devices, clocks, flashlights, and a ton of other devices. When I travel, I'm afraid to plug my ipod and psp directly into the wall outlets of foreign countries. I couldn't justify buying a portable battery pack when I already had 20 portable batteries so I bought this and it works.
It also does all the other features the other reviews have mentioned.
It does not smell at all. I'm not sure what other reviewers are smelling, but my unit has no smell.
The only shorting coming of this device is that each set of batteries is only good for one USB charge session. You cannot charge an ipod a little, turn off the charger, and then expect to charge an ipod again off the same set of batteries (until the batteries are recharged).
So when I'm on the airplane and my ipod runs out of power, I plug it into the Duracell charger to recharge the ipod. After my ipod is all charged, I unplug the ipod, and then plug in my travel mate's ipod. As long as the Duracell's power button is not touched, multiple devices can be charged. Once the Duracell's power button is touched, it's done.
It doesn't matter if the power button is pushed 20 minutes into the charge or 2 hours into the charge; it cannot be turned on again. It also does not seem to matter what type of rechargeable batteries are used because I've used Duracell, Energizer, La Crosse, Eneloop, and others with the same results.
Other than the "one charge per session," this device is perfect.

I am off to Peru for a 4 day trek to Machu Picchu. My needs were very specific:
1. Need a device to power my IPHONE 3G for 4 days with no access to an outlet.
2. Need a device that supports 110-240v for international compatibility once i'm back in the hotel.
This unit fits the bill perfectly, and for much less than proprietary IPHONE chargers.
Added bonus:
1. Supports readily availble AA batteries as power.
2. Will serve double duty as a charger for my Digital Camera batteries.
3. AA and AAA support so it will power my headlamp.
4. Utilizes battery or outlet to power USB charging.
5. Will charge/power almost any usb compatible device.
This all-in-one device has all the features I need.
To be fair, the downsides are:
1. It's bigger than dedicated battery extenders.
2. It comes with 2 batteries but they only sell 4packs in the store so I have a total of 6 batteries and would have preferred 8.(1 full replacement set)
3. USB charger required all charging slots contain batteries to function.
4. Chemical smell.
5. Slower charge time vs. quick charger.
I highly recommend this unit to anyone who has the need to power/recharge USB gadgets on the go.

The Duracell CEF23 is a small battery charger that handles up to four AA or AAA NiMH cells individually. Each slot is equipped with its own LED which glows red when you insert the cell and turns green once it is fully charged, which can take several hours depending on its capacity. Cells are monitored individually which prevents overcharging and battery damage.
The CEF23 is small and self contained. It does not require cords or a power adapter, instead you will find fold-out blades on the back which let you plug it directly into the wall. This is a very convenient design which makes it perfect for travel.
While we're on the topic, the best feature of this charger is that it doubles as a USB power source, an invaluable feature for road warriors whose Blackberry or iPod always runs out of juice at the most inopportune moment. With the CEF23, not a problem: even if you forgot to charge your NiMH batteries before leaving, just purchase a set of alkaline batteries at the airport and you can use it to recharge your USB-compatible device.
The CEF23 would be a great purchase for its USB power capability alone. Getting a very capable charger on top is an added bonus!

I purchased this charger and paid the extra money (compared to the value charger) because it was supposed to be a smart charger (able to charge batteries individually, regardless of state, etc.) and, just as importantly, a MOBILE car charger for house or car. Well, I just got it today and guess what, no car charger included, despite the write-up saying you can use it in the auto. So, I guess this "mobile" charger is different than the others... IF you buy an extra auto adapter for $xx.xx. Very deceptive and crappy on Amazon's & Duracell's part, since they both highlight the use of it as a 12V auto charger and make no mention that the cord is not included. Aside from the USB charging port, (which I already HAVE a B&D USB charger in my car), this unit is no more "mobile" than any other charger. Really wondering what I paid extra for, since this charger costs more and comes with only two batteries compared to the usual four. If you want mobile, but something else or be prepared to pay more than you thought with the Duracell CEF23DX2.

Ok, it charges batteries, removable plug, auto volt for world use, automatically powers off when batteries are fully charged, so on.
Additionally, it can be used to power up or even charge your USB devices. Yes! it functions like an external battery pack for your USB devices. I was really suprised when I read this feature in its little instructional paper. The feature wasn't mentioned in the product details (or I didn't notice it when i bought this) and I didn't read any reviews about it. So I tested my drained PSP with this charger. I put in 4 AA battery, pressed and held the button until the USB led light turned on, plugged in the USB cable to my PSP...... charger indicator light in PSP lit to orange (meaning unit is charging) and I was able to power up my PSP as well!!!
Note though that this feature will only work for USB devices using 6 volts and below. 4 AA batteries are equal to 6 volts =D.
Must buy for your AA/AAA battery powered devices and even USB devices ;).
Oh yeah, it also charges USB devices directly from an outlet hehe.
